Azerbaijan says that two civilians were injured after extensive Armenian fire in the village of Alibayli in the Tovuz District. It also says it has repulsed attempts of infiltration by Armenian reconnaissance groups in Aghdam and Goranboy. 23 July: The co-Chair of the OSCE Minsk Group have tonight issued a statement after separate meetings with the Armenian and the Azerbaijani Foreign Ministers yesterday in Brussels. The Co-Chair expressed their serious concern about the increase in tensions and violence, including the targeted killings of civilians, along the Line of Contact and the Armenian-Azerbaijani border.

The villager was named as 26 year old Mubariz Aliyev. The body of the deceased has now been handed over to his family for burial.
Deputy Prime Minister Ali Hassanov criticised the failure of the ICRC to secure a meeting with two Azerbaijanis taken prisoner by Armenians in the last days and said this may lead to the expulsion of the organisation from Azerbaijan.
