On Monday (30 March), the European Commission approved a €1.5 billion work programme under the European Defence Industry Programme (EDIP), including plans to integrate Ukraine’s defence industry into the EU’s defence industrial base.
The programme aims to boost production capacity, strengthen cooperation with Ukraine, and support joint procurement and major defence projects across Europe.
More than €700 million will fund key capabilities such as counter-drone systems, missiles and ammunition, including €260 million under the Ukraine Support Instrument to modernise Ukraine’s defence industry.
A further €325 million will support joint industrial projects, while €240 million will go towards joint procurement by EU Member States and Norway. Additional funding will support defence start-ups and innovation initiatives involving both European and Ukrainian companies.
The first funding calls will open on Tuesday (31 March). EDIP, adopted on 8 December 2025, provides €1.5 billion in grants for 2026–2027 as part of wider EU efforts to strengthen defence capabilities.
"Now, Member States, Norway, and as a first for an EU defence industrial programme Ukraine and their industries can seize funding opportunities to strengthen defence cooperation and ramp up production," said Andrius Kubilius, European Commissioner for Defence and Space.
