Dozens participate in new Armenia-Azerbaijan dialogue process as societies prepare for the signing of historic peace agreement

The governments of Armenia and Azerbaijan have recently agreed the text of a historic peace agreement that ends years of animosity and warfare. The agreement is expected to be signed soon. LINKS Europe, which has a long history of engagement with the process of peace in the region, recently launched a new Armenia-Azerbaijan dialogue format in the framework of the European Union's EU4Peace initiative. In the last two weeks dozens of Armenians and Azerbaijanis, including academics, students, civil society activists, journalists and other professionals, many of them young, were involved. The work is organised in five thematic groups focusing on peace and security, connectivity, environment, governance and gender and equality and in phase 2 of the project, which has just ended, around fifty participants took part in in-person and online meetings, and more than twenty others were involved indirectly. The Chairpersons of the five thematic groups met in Vilnius, 3-6 July to launch the third phase of the program. The five thematic groups are now working on separate reports, which are expected to be finished in November and presented to the two governments and other stakeholders. The reports will outline a vision, up to 2040.

Just Peace - "The Hague Speaks for Peace: Rebalancing Security”

 Last week, as NATO leaders gathered in Brussels for their summit, LINKS Europe joined other civil society organisations in a public statement. The Statement was the initiative of The Hague Humanity Hub. The statement called for a balanced vision of peace and security, one that places people at its heart. At a time when the focus is increasingly drawn toward defense capabilities and military preparedness, the statement urged equal and sustained attention to and investment in the long-term work of building resilient, inclusive, and just societies. This is not an alternative to security, it is the foundation of it, the statement added.

Editorial: Give Ukraine and the other trio countries an EU membership perspective now

A European Parliament resolution yesterday urged EU countries to work towards granting Ukraine EU candidate status. A membership perspective in the form of candidate status is not membership. It is a political signal that the door of membership is open, and an opportunity to focus minds on all the sides to start the long and laborious process of EU membership. Whilst the resolution of the European Parliament speaks only about Ukraine, the three trio countries should be given the membership perspective and candidate status simultaneously. All three are very determined in pursuing this path; all three have strong Association Agreements with the EU; and all three are under considerable Russian pressure. A membership perspective will strengthen the hand of those working for reforms in these countries. It will also send another message to Putin's Russia that its nefarious policy towards the neighbours has failed. Now is the right time to do that. Give Ukraine, Moldova and Georgia a membership perspective now! Give them candidate status and work with them to make this an achievable task within this decade.

In front of the eyes of the whole world President Putin is conducting a genocide against the Ukrainian people. Having one week ago questioned the very existence of Ukraine, he subsequently unleashed the whole military might of Russia against it. The heroic scenes of resistance across the whole of Ukraine has been simply inspirational and has forced governments across the world to step up their response against this naked violence and aggression. The world must show unity of purpose in rejecting Putin's aggression and in holding him and his immediate circle accountable. Those who end up on the wrong side of history will be eternally ashamed of their mistake.

In a weekend when unprecedented decisions have been take across Europe in response to Russia's invasion of Ukraine, the EU allocated 450 million euros for military equipment to Ukraine. European Commission President Ursula von der Leyen told Euronews on Sunday that Ukraine belongs in the European Union and the bloc would like to see the country join it in time "Indeed over time, they belong to us. They are one of us and we want them in," she said. Across Europe tens of thousands took to the streets in support of Ukraine.
