The report for Enlargement and European Neighborhood Policy in 2010 clearly states that experience accumulated will strengthen EU capabilities to solve frozen conflicts. European Commissioner for Enlargement and European Neighborhood Policy Stefan Fule said speaking Jan 24 at the PACE session in Strasbourg.
"Before we can solve these problems, we need to put more emphasis on confidence-building measures. Therefore, we put extra effort into regions such as Nagorno- Karabakh and Transnistria, ready to find a solution to these problems," concluded Fule.
