NATO’s Supreme Allied Commander in Europe, U.S. Admiral James Stavridis and Russia's Chief of the General Staff Nikolai Makarov have failed to overcome the deadlock in Russia-NATO talks on European missile defense during their meeting in Moscow on Monday according to the Russian media.
