Monday Commentary: 2025 was a momentous year for the South Caucasus

The year 2025 has ended up being a momentous year for the South Caucasus, writes Dennis Sammut in his Monday Commentary. Armenia-Azerbaijan relations have been redefined, with consequences for the whole region and beyond. That huge development overshadowed key moments in the domestic trajectory of the two countries, which however have deep consequences for the two countries, and even beyond. It has also been a tumultuous year for Georgia too. The country has been gripped in a political crisis throughout 2025, with no obvious end in sight. Whatever the domestic arguments, on the international stage Georgia is today a shadow of what it used to be until recently. It not only has lost the chance of joining the European Union any time soon, but it has also lost its position as the leading South Caucasus country. Today, in the new reality of the region, it lags as a tired third. Important as 2025 was, it ended with a lot of unfinished business. So 2026 will also be crucial for the three countries. Since regaining its statehood in 1991 after the dissolution of the Soviet Union, Armenia-Azerbaijan relations have been defined by war. The two fought open wars, wars of attrition, and propaganda wars, incessantly. Tens of thousands of people lost their lives, and hundreds of thousands were displaced. Many had lost hope that the two could try the alternative – i.e. peaceful co-existence. Yet in 2025 they were proven wrong.

Opinion: A sustainable peace requires consistent long-term European involvement

There is no denying that the EU, especially key member states acting in support, helped bring Baku and Yerevan closer to the Washington Declaration of August 8, 2025. But a declaration is not a treaty. Turning principles into a peace deal and eventually to a sustainable peace requires consistent long-term European involvement, writes Yalchin Mammadov in this-op-ed for commonspace.eu Before facilitating trust between Armenia and Azerbaijan, the EU is first expected to address its own credibility gap with Baku. A more balanced approach—such as including Azerbaijan, alongside Armenia, in the European Peace Facility—could be a useful first step. Diplomats can negotiate peace; societies must build peace. In this context, the EU can do what it does the best: long-term societal engagement. By expanding youth and academic exchange programmes, investing in cross-border civil society initiatives, and fostering people-to-people cooperation, Brussels can help shape a new generation equipped to sustain peace beyond political cycles. Such tools are slow and unglamorous, but if ignored, even the strongest treaty risks collapse. And obviously, these aspects require two-way engagement and genuine willingness by both governments to facilitate contact. If Brussels wants to remain influential, it needs to replace outdated one-size-fits-all policies with ambitious, interest-driven and differentiated approaches. Without a clear regional strategy, which appears to be the current situation, the South Caucasus will continue to sit at the margins of Europe’s security architecture—leaving space for other powers to take the lead. Armenia–Azerbaijan normalisation is unlikely without solving humanitarian issues

Since the 2020 Nagorno-Karabakh War, negotiations between Armenia and Azerbaijan have gone through a series of ups and downs that often resemble a rollercoaster. Periods of heightened optimism have been followed by abrupt breaks in talks, as seen in late 2022 and 2023. After Armenia and Azerbaijan signed a joint statement in December 2023, early 2024 brought renewed hope to the process. In March-April 2024, Yerevan accepted Azerbaijani demands concerning four villages along the northern part of their shared border. Azerbaijan announced its intention to make the COP29 United Nations Climate Summit in Azerbaijan in November 2024 a “COP of peace,” fostering a growing belief that an agreement might be reached by that date. However, the new or reinforced sine qua non-preconditions by President Aliyev—such as amendments to the Armenian constitution and the dissolution of the Organization for Security and Cooperation in Europe (OSCE) Minsk Group established to seek a peaceful solution to the Nagorno-Karabakh conflict—have significantly dampened expectations that even a framework agreement outlining basic principles could be signed by the end of 2024.

In the lead-up to this year's NATO Summit in Washington D.C., it was uncertain whether Armenian Foreign Minister Ararat Mirzoyan and Azerbaijani Foreign Minister Jeyhun Bayramov would meet. However, a last-minute announcement confirmed that they would, albeit not in a bilateral format, but with U.S. Secretary of State Antony Blinken. Expectations were low, given disagreements over Azerbaijani demands for Armenia to change its constitution and the United States now apparently pushing its own vision for unblocking trade and communication in the region. Nonetheless, Blinken again emphasised that the two were close to reaching a deal. The foreign ministers issued identical scant three-paragraph statements which at least referred to a “historic agreement.”

On Thursday (20 June), EU Climate Commissioner Wopke Hoekstra visited Azerbaijan as part of the preparations for COP29, which will be hosted by Baku in November 2024. He held several high-level bilateral meetings with government officials in Baku: Minister of Ecology and Natural Resources Mukhtar Babayev, Minister of Energy Parviz Shahbazov and Minister of Foreign Affairs Jeyhun Bayramov. Commissioner Hoekstra also met with representatives of civil society.

Despite progress between Armenia and Azerbaijan over border delimitation and demarcation, another issue threatens to hinder the signing of a long-awaited agreement to normalise relations. Baku now demands that Yerevan first removes from its constitution a controversial preamble referencing the 1990 Declaration of Independence. Based on the 1989 decision on the Reunification of the Armenian SSR and the Mountainous Region of Karabakh, the Armenian government has signalled that the preamble might be removed, but that it does not appreciate being publicly lectured from abroad to do so.

Opinion: Are France and Azerbaijan drifting back to normal?

Relations between France and Azerbaijan have been on a downward slope since the 44-day war in 2020, when Paris emerged as Armenia’s major international supporter, and the French parliament even voted, almost unanimously, for a resolution calling for the recognition of independence of the so-called “Republic of Artsakh”. Already during the war, Azerbaijani MFA claimed that Paris “ceased to be an honest broker”, and this position only hardened over time. Since then, the bilateral ties have been progressively deteriorating, especially after Azerbaijan’s military operation in Karabakh in September 2023: France became the country where calls to sanction Baku for its “ethnic cleansing” were the most vocal, while Azerbaijan started to attack Paris over its “neo-colonial” policies, targeting continued French sovereignty over several overseas territories, primarily New Caledonia whose independence movement has been active for decades.
