Opinion: Harmonising the different formats in Armenia-Azerbaijan negotiations

Over the last year multiple formats have emerged in Armenia-Azerbaijan negotiations, and three main external players: Russia, the EU and the US are involved in the mediation process. This may lead to some confusion, says Benyamin Poghosyan in this op-ed for commonspace.eu. Big power rivalry may also negatively impact the process. Poghosyan argues some co-ordinating mechanism is necessary, and a format, at least involving Russia and the EU, could also help to combine their efforts.

Opinion: Balancing the mediators - Armenia and Azerbaijan should avoid offending Russia

Russia has become increasingly critical of western involvement in the Armenia-Azerbaijan conflict settlement process, writes Benyamin Poghosyan in this op-ed for commonspace.eu. "Armenia and Azerbaijan should take all necessary steps to avoid being trapped in Russia – West or US – Iran confrontation. The ongoing war in Ukraine proved that this scenario might have catastrophic implications for both states. It does not mean that negotiations should be stopped. However, the hectic moves to sign a US or EU-prepared agreement, which Russia may view as an attempt to kick it out from South Caucasus, may destabilize the situation and bring new war instead of peace. In this context, the possible option to not lose the momentum could be a signature of a document that will envisage the principles of the future peace agreement while providing more time to carefully draft a peace treaty based on the balance of interests of Armenia, Azerbaijan, and other actors."

In this Joint Policy Discussion Paper, Ahmad Alili and Benyamin Poghosyan welcome the start of negotiations between Armenia and Azerbaijan on a meaningful peace treaty. They warn however that, at all levels, trust between the two sides remains very low and that this will make the process difficult. They urge both sides to conduct the negotiations with a strong sense of realism, and to ensure that the speed of the negotiations is well calibrated.

But the visit's "democracy vs authoritarianism agenda" is risky for Armenia he argues.   Armenia should send clear signals to Russia and Iran that it has no intention to join the “democracy vs. authoritarianism fight” and will never allow anyone to use its territory for anti-Iranian or anti-Russian activities.

Opinion: Realism should be the basis for the Armenia-Turkey normalisation process

"There should be realistic expectations of what can result from ongoing discussions on the normalisation of relations between Armenia and Turkey", writes Benyamin Poghosyan in this op-ed for commonspace.eu. The potential normalisation of relations – establishment of diplomatic relations, and opening of land borders – does not mean that Armenia and Turkey will not have disagreements, contradictions, or even will not act against each other in particular circumstances. "Given the current situation in the South Caucasus, the region is far away from peace, and no one should have hopes that Armenia – Turkey normalization will solve conflicts and bring an era of peace to the region. However, in the current situation, even a contribution to regional stability is too significant an opportunity to miss."
