Opinion: How will the destruction of NKR impact the Armenia-Azerbaijan peace process?

Azerbaijan's destruction by force of the self-declared Nagorno Karabakh Republic is seen by some as removing one of the key obstacles in the negotiations between Armenia and Azerbaijan, that will resume in the next days in Granada, Spain. Others however see the elimination of the Karabakh factor as opening the way for Azerbaijan to make even more demands on Armenia, writes Benyamin Poghosyan in this op-ed for commonspace.eu.
"It is challenging to assess whether peace between Armenia and Azerbaijan is within reach. However, one thing is clear: the second humiliation of Armenia within three years has already triggered significant backlash among Armenians. Many are still in shock, which is why Yerevan witnessed only small protests recently. However, many Armenians are fed up with permanent losses, and there is a growing feeling that Armenia, in the long–term perspective, should become stronger to reclaim its position in the region. In the current environment, any attack of Azerbaijan against Armenia, regardless of pretexts or reasons, will only strengthen this feeling among Armenians and will be a direct path to long-term instability and conflicts in the South Caucasus", he argues.

Azerbaijan claims there will be no Nagorno Karabakh inside Azerbaijan, and Armenians should live as ordinary Azerbaijani citizens. At the same time, those who do not want to accept this option should leave. "Currently, it is challenging to offer an option that may more or less satisfy both Azerbaijan and NKR. However, one thing is clear: new large-scale war in Nagorno Karabakh will make long-term peace and stability in the South Caucasus a pipe dream. Thus, all actors interested in a stable region should message Azerbaijan that a new war against Nagorno Karabakh is not the best option to move forward. Otherwise, the region will plunge into another decade of instability, destruction, and human suffering", Poghosyan argues

Opinion: The difficult world of building confidence between Armenians and Azerbaijanis

"Confidence-building measures are a necessary element in any strategy to end conflicts", writes Benyamin Poghosyan in this op-ed for commonspace.eu. Whilst there have been instances of confidence-building measures in the context of the Karabakh conflict for decades, the post-2020 confidence-building measures differ from the pre-war process. "The participants are more realistic in their expectations and assessments of the situation, understanding that no miracles are possible and that any solution requires painful decisions, especially from the Armenian side. A country cannot lose the war and hope for a solution to satisfy all its expectations and desires. However, this understanding also does not mean that in the post-2020 war period, those Armenians involved in confidence-building measures were ready to accept any solution to the conflict. They seek a difficult balance between being realistic and avoiding putting themselves into “echo-chamber”, situations while not rejecting their core beliefs on the acceptable ways of conflict settlement."

Opinion: Russia determined not to be marginalised in the Armenia-Azerbaijan negotiation process

The Armenian and Azerbaijani foreign ministers meet in Moscow today at the invitation of their Russian counterpart. It is the latest attempt by Russia to ensure that it is not marginalized, as Armenia-Azerbaijan negotiations continue in earnest with western mediation. In this op-ed for commonspace.eu, Benyamin Poghosyan says that Russian demands to include in the peace agreement the issue of rights and security of the Armenians of Nagorno-Karabakh may allow Armenia to take a more flexible position during the upcoming negotiations and seek to create minimally acceptable conditions for Armenians living in Nagorno Karabakh.
