The Turkish Foreign Minister Mevlut Cavusoglu, Minister of National Defense Hulusi Akar and head of the Turkish National Intelligence Organization Hakan Fidan arrived in Baku on Tuesday evening and went straight into a meeting with Azerbaijan president Ilham Aliyev.
This was Cavusoglu and Akar's second visit to Baku in the last seventy two hours. The visit comes amid some confusion as to what role Turkey will play in the process of stabilising the region after the recent Karabakh War. An agreement between Russia, Armenia and Azerbaijan makes no mention of Turkish peacekeeping forces, but Baku and Ankara say that Turkey will be involved in ensuring the cease fire.
