EU interior ministers reach "historic" agreement on migration, but significant opposition remains
Interior ministers from the European Union's 27 member states reached a deal on the bloc's migration policy yesterday (8 June) after some 12 hours of negotiations at a meeting in Luxembourg. The agreement outlines how responsibility for looking after migrants and refugees who arrive in the EU without authorisation is shared out among member states, a topic which has been the source of much disagreement since 2015, when well over 1 million migrants and refugees entered the EU, many of them fleeing the war in Syria. Under the deal agreed yesterday and set to be finalised ahead of a 2024 EU election, each country would be responsible for a set number of people, but would not necessarily have to take them in. Countries unwilling to receive irregular migrants and refugees arriving ad hoc to the EU would be able to help their hosting peers through cash - around 20,000 euros per person - equipment or personnel, reports Reuters. The agreement would introduce a new expedited border procedure for those deemed unlikely to win asylum to prevent them from lingering inside the bloc for years.

Slovenia is set to take a place at the UN Security Council for the second time since gaining independence from Yugoslavia, beating Russian ally Belarus in a vote at the United Nations on Tuesday (6 June).

The race between the two members from the UN's Eastern Europe bloc was the only contested election for five seats on the UNSC. In the secret ballot election in the 193-member General Assembly, Slovenia received 153 votes while Belarus got 38 votes.

Second EU-Central Asia summit taking place in Kyrgyzstan, regional cooperation top of the agenda

The second EU-Central Asia summit is taking place on 2-3 June in Cholpon Ata, Kyrgyzstan, on the northern shores of Issyk-Kul Lake. The first EU-Central Asia summit took place in Astana in October last year, while the second EU-Central Asia economic forum took place recently, on 19 May in Almaty.

Italian government lifts restrictions on Saudi weapons exports

The Italian government has lifted a 2019 embargo on exporting military weapons to Saudi Arabia.

The decision, taken on Wednesday (31 May) was announced in a communique at the end of a Council of Ministers meeting presided over by Italian Prime Minister Giorgia Meloni, and was made "in accordance with the foreign and defense policy of Italy".

Restrictions on the sale of weapons to Saudi Arabia were put in place in 2019 to prevent Italian-made weaponry being used in the conflict in Yemen.

European Political Community summit taking place in Moldova, Pashinyan and Aliyev to meet
The second summit of the European Political Community (EPC) is taking place today in Moldova (Thursday 1 June). During the summit, the Armenian Prime Minister Nikol Pashinyan and the Azerbaijani President Ilham Aliyev will meet with European Council President Charles Michel, French President Emmanuel Macron, and German Chancellor Olaf Scholz. The brainchild of Emmanuel Macron, the European Political Community's first summit took place in Prague, in October 2022. The EPC says that it is "a platform for political coordination among European countries across the continent," adding that it "aims to promote political dialogue and cooperation to address issues of common interest and to strengthen the security, stability, and prosperity of the European continent." The EPC says that there are three main topics expected to be addressed by the 47 member states, which include every European country except Russia and Belarus. Those three topics are: joint efforts for peace and security; energy resilience and climate action; and interconnections in Europe for a better connected and more stable continent.

The time is now to finalise Sweden's accession to NATO, says Blinken
The US Secretary of State Antony Blinken has said that the "time is now" to finalise Sweden's accession to NATO. While both Finland and Sweden applied to join NATO together on 18 May 2022, some two and a half months after the full-scale Russian invasion of Ukraine, Sweden's bid has been held up by objections from Hungary and Turkey. Finland on the other hand became the 31st member of the military alliance on 4 April 2023. Speaking at a press conference in the northern Swedish city of Luleå alongside Sweden's Prime Minister Ulf Kristersson on Tuesday (30 May), Blinken added that Sweden has "taken very significant steps to address very legitimate concerns, and I think in terms of its own qualifications for membership, from day one it was qualified precisely because it’s been such a long-time partner for NATO; of course, the European Union; and with values that are fundamentally the same." Turkey has accused Sweden of being soft on groups that they perceive as terror organisations or consider existential threats, including Kurdish groups such as the PKK, and the Syrian Kurdish militia group, the YPG and its political branch, the PYD. In an attempt to address Turkey's concerns and to persuade Ankara to approve Sweden's bid to join NATO, at the start of May Sweden tightened anti-terrorism laws to include a prison term of up to four years for individuals convicted of participating in an extremist organisation in a way that is intended to promote, strengthen or support the group.

Kazakhstan and UK to increase flight frequency, Kazakh aviation expanding

Kazakhstan and the United Kingdom have agreed to increase direct flight frequency, from to five to up to fourteen flights per week by the end of the year, reports the Kazakh Civil Aviation Authority (KCAA). This news was released after negotiations in London on 24 and 25 May.

The "importance and complexity" of the negotiations was particularly acute as the current agreement between the UK and Kazakhstan, which allowed for five direct flights per week between London and Almaty, was due to expire on 15 June.

Kazakhstan and EU discuss next steps to deepen cooperation in key areas
Representatives of Kazakhstan and the European Union met in the Kazakh capital Astana on Tuesday (23 May) to discuss the next steps for deeping their partnership at the 20th meeting of their mutual Cooperation Committee. The meeting was chaired by the Deputy Minister of Foreign Affairs of Kazakhstan, Roman Vassilenko, and Luc Devigne, the Deputy Managing Director for Russia, Eastern Partnership, Central Asia and OSCE from the European External Action Service. Also present at the meeting were representatives of Kazakh ministries and agencies, various directorates of the European Commission, as well as representatives of the diplomatic corps of EU member states. The Kazakh Ministry of Foreign Affairs reports that the discussion focused on the practical implementation of the Enhanced Partnership and Cooperation Agreement (EPCA) between Kazakhstan and the EU and its member states, which covers 29 areas. Kazakhstan and the EU discussed cooperation in political, trade and economic spheres, the rule of law and human rights, as well as interaction in transport, energy, education and science, environmental protection and combating climate change.

EU delivers 220,000 rounds and 1,300 missiles to Ukraine, has weapons to begin counteroffensive "soon"

EU High Representative Josep Borrell announced yesterday on Tuesday (23 May) that the European Union has supplied Ukraine with 220,000 rounds of ammunition and 1,300 missiles from exisiting EU stocks since 20 March.

Speaking at a press conference following the meeting of EU foreign affairs ministers on defense, Borrell recalled that on 20 March the EU decided to allocate €2bn for the supply of 1 million artillery rounds for Ukraine over the next 12 months. EU member states would supply Ukraine from their own stocks, and the EU would reimburse them.
