After Saturday's violence in Karabakh conflict zone, Minsk Group co-Chairmen call on sides to refrain from use of force

The co-Chairmen of the OSCE Minsk Process have issued a terse statement calling on the sides in the Karabakh conflict to honour their committment to refrain from use of force. In a statement posted on Sunday on the OSCE website, Ambassadors Igor Popov of Russia, Stephane Visconti of France and Richard Hoagland of the United States of America,said,

According to reports from the Ministries of Defense of Armenia and Azerbaijan, as well as other sources, in the early morning of February 25 there was a serious breach of cease fire on the Line of Contact, resulting in casualties. Several bodies remain in the no-man's land. The Sides accuse each other of an incursion attempt.

The statement said that the three diplomats "call upon the Parties to keep heavy military equipment, which had been moved earlier close to the LOC, in its present positions and to allow recovery of the dead, as it was agreed upon yesterday under mediation of the Personal Representative of the OSCE Chaiman-in-Office." They also reminded the parties of their commitments to refrain from the use of force.

Earlier a military spokesperson for the de facto authroties of the self-declared Nagorno-Karabakh Republic stated that the bodies of five Azerbaijani soldiers remained in the no-man's land. Both sides accused each other of multiple cease fire violations between Saturday night and Sunday morning.

Armenian and Azerbaijani senior officials have moved to reduce tensions that erupted following an outcry in Armenia after a visit by foreign diplomats to Karabakh and surrounding regions, and a subsequent reaction in Azerbaijan. Responding to a question about whether he plans to publicly respond to Hajiyev’s statements regarding Gandzasar, Simonyan said at a press briefing that not all statements necessarily need to receive a public response. “I think everything has been said, and not everything that is said always needs a response. We need to realize whether this will change something or not. I can say something sharp now, respond in some way, we can all feel good for 15 minutes, but by doing so I could harm the negotiations,” Simonyan said. The discussions were respectful, the panel format bringing together experts from Armenia, Azerbaijan, and Turkey was particularly valuable during the NATO Rose-Roth Seminar in Yerevan, and media coverage, while varied in tone, remained largely constructive. Some media outlets though attempted to represent me as more of a government mouthpiece than an independent expert, which was totally misleading.  Overall, I see these initiatives as important steps in rebuilding trust and normalising professional engagement. The fact that soon a larger Azerbaijani civil society visits to Armenia followed, reinforces the sense that this process is moving in the right direction."
