The iconic annual festival was this year due to be held in Rotterdam, in the Netherlands. It will be the first time in 64 years that the festival is not held.
The new orders, approved by Patriarch Kirill, the leader of the Russian Orthodox Church, include new sanitary standards for general liturgy services as well as baptism, communion and other sacraments. They also outline general hygiene recommendations for churches.
"We reaffirmed the need to work together and to do everything necessary to tackle the crisis and its consequences. The priority is the health of our citizens," said European Council president, Charles Michel.
