Statement of LINKS Europe on the Armenia-Azerbaijan White House meeting

Statement on the meeting between the president of Azerbaijan and the prime minister of Armenia with the facilitation of the president of the United States, held at the White House on 8 August 2025.

LINKS Europe Foundation congratulates president Ilham Aliyev of Azerbaijan and prime minister Nikol Pashinyan of Armenia for the successful historic meeting held at the White House, in Washington DC, with the facilitation of US President Donald Trump, on Friday, 8 August 2025.

The meeting provided a crucial step in the quest for lasting peace between Armenia and Azerbaijan, and in the wider South Caucasus.

During the meeting, the peace agreement between the two countries was initialed. Whilst the peace agreement has not been signed or ratified, it is a big difference than the cease fire which has been the basis of relations between the two countries so far. LINKS Europe Foundation appeals to the two countries to build on the current momentum and sign and ratify the peace treaty as soon as possible. In Washington DC, the two sides also signed a joint declaration, witnessed by the president of the United States, which outlines various ideas to bilateral relations and connectivity.

This is a momentous time for Armenia and Azerbaijan which have been in a state of war for the last thirty years. LINKS Europe, and the LINKS network before it, have accompanied the painful journey of the two countries over the last three decades, working on track 2 and track 1.5 initiatives. Peace for a long time seemed elusive. Now, for the first time, it is within reach. Everyone who wants the best for Armenia and Azerbaijan must now seize the moment. Peace needs to become universal and irreversible. This is going to require a lot of work.

LINKS Europe congratulates the government and people of Armenia and Azerbaijan. We will continue our efforts so that the work started in Washington DC may be concluded successfully and as soon as possible.

Speaking about this visit Murad Muradov said: "My experience was largely positive. My negative expectations luckily didn’t play out. The discussions were respectful, the panel format bringing together experts from Armenia, Azerbaijan, and Turkey was particularly valuable during the NATO Rose-Roth Seminar in Yerevan, and media coverage, while varied in tone, remained largely constructive. Some media outlets though attempted to represent me as more of a government mouthpiece than an independent expert, which was totally misleading.  Overall, I see these initiatives as important steps in rebuilding trust and normalising professional engagement. The fact that soon a larger Azerbaijani civil society visits to Armenia followed, reinforces the sense that this process is moving in the right direction."
