The leading Italian foreign policy think tank, Istituto Affari Internazionali, has just published a report on the future of the Karabakh peace process. Entitled, After Kazan, a defining moment for the Nagorno-Karabakh peace process, the author, Dennis Sammut argues that the achievements so far of the OSCE Minsk Group need to be consolidated and that the process needs to open itself up to more scrutiny and transparency.
The author says that the Minsk process is an instrument of diplomacy and not an article of faith and like any other instrument from time to time it needs sharpening.
