Issue of justice in Karabakh settlement discussed in Frankfurt

The international conference in Frankfurt on the Armenian-Azerbaijani Nagorno-Karabakh conflict settlement completes its work on Tuesday.

The discussions, which took place from 23 to 27 November, are attended by over 40 participants, including leading representatives of science and policy of Azerbaijan and Armenia, as well as from Germany. Thematic priority is still uncovered issue on the role of justice in resolving the conflict. Also the conflict is discussed in the international context, the influence of extra-regional states on the settlement process is viewed along with other aspects.

According to the Center for Strategic Studies under the President of Azerbaijan, the conference is organized by the Hesse Foundation of Studies of Peace and Conflict.

Azerbaijan is represented by head of the Center for Strategic Studies Farhad Mammadov, head of the Society of Humanitarian Studies Avaz Hasanov, who made a presentation on ‘The Nagorno-Karabakh conflict, taking into account issues of justice in the historical, legal and political context’.

MP Rasim Musabayov spoke about the possible solution and compromise in Nagorno-Karabakh.

Armenian side was represented by deputy Tevan Poghosyan, director of the Yerevan-Caucasus Institute Alexander Iskandaryan and doctoral student at the University of Potsdam Harutyun Grigoryan.

Representative of the German Ministry of Foreign Affairs Christina Weil, who studies the issues of the South Caucasus and Central Asia, gave a presentation on "Current position of Berlin"

A report and recommendations for the German Foreign Ministry will be prepared by results of the conference.

Theses of Azerbaijani delegates

Head of the Center for Strategic Studies Farhad Mammadov noted in his speech that the process of settlement of the South Caucasus by Armenians started after 1828.

“In 1836 Nikolay the First eliminated the Albanian church and transferred its property to Echmiadzin, which created conditions for the settlement of Armenians in the territory of Azerbaijan”, he said.

Speaking about the impact of extra-regional countries on the process of the conflict, Mammadov noted that balanced position does not mean objectiveness and it does not allow the settlement process to move forth.

He called the so-called Karabakh generals the most unconcerned parties in conflict settlement. On the one hand they came to power in Armenia but on the other hand they control the occupied lands of Azerbaijan and take illegal actions in the region.

Aden under curfew, as problem in Yemen's south deepens

The port city of Aden, in Yemen's south, has been put under curfew, as the rift in the country between  the Saudi led coalition which  backs Yemen's presidential governing council, and the southern forces led by the Southern Transitional Council (STC), deepens. Abdul Rahman al-Mahrami, a member of the Yemeni Presidential Governing Council and commander of the al-Amalik brigades, has ordered a curfew in the temporary capital, Aden, "to maintain security". "A curfew has been imposed throughout Aden Governorate from 9:00 p.m. to 6:00 a.m., in accordance with the instructions of Commander Abdul Rahman al-Mahrami, a member of the Presidential Management Council," the statement said. It states that only security and military personnel, as well as medical and technical teams with approved permits, will be allowed to move in the area during these hours. Yemen's presidential council, which is backed by Saudi Arabia and which already is in a struggle with the Houthi Movement in the north of the country who also occupy the capital Sanaa, two days ago issued an order for the arrest of the head of the Southern Transitional Council (STC),, Aidarous al Zubaidi. The STC have wide support among people in the South, and advocate that South Yemen restores its independence. The coalition warned of further escalation in Aden, long regarded as an STC stronghold, as the Presidential Leadership Council (PLC) chief accused STC leader Aidarous Al Zubaidi of “high treason” and announced the revocation of his membership in the governing body. The moves mark a sharp escalation in tensions within the anti-Houthi camp, despite National Shield Forces, rivals of the STC and former allies, having recently retaken control of Hadhramaut and Mahra from southern fighters. The STC’s takeover of the two regions last month angered Saudi Arabia and contributed to igniting the current internal conflict. (click the picture to read more)
