The visit of US Vice President Pence to Georgia is a game-changer. In this op-ed, Dennis Sammut says that the visit of US Vice President Mike Pence to Georgia was a game changer. "It can help to make the Russians more aware of US and NATO commitment to Georgia. It gives the Georgians some comfort with regards to their security concerns. A continent that had got accustomed to peace, reflects on the risks of war. The Annual Security Review Conference in the framework of the OSCE - the Organisation for Security and Co-operation in Europe - provides a yearly opportunity for diplomats and military experts from the 57 member states of the organisation to take stock of the security situation in Europe. This year's conference took place in Vienna 27-29 June, and was opened by Austrian Foreign Minister Sebastian Kurz, who is also the current Chairman-in-Office of the organisation. Trilateral regional co-operation in the South Caucasus needs to be pursued, even though it is difficult to achieve. One of the consequences of the collapse of the Soviet Union in 1991 was the halt to any sort of regional co-operation in the South Caucasus. The Soviet system promoted "internationalism", yet it did not go out of its way to promote co-operation between the three Union republics in what was then called the Transcaucasus. But at least a semblance of co-operation existed, and there were at least some of the benefits of being in a common state.. Read it here

The EU's balancing act in its relationship with Azerbaijan is difficult but necessary. The two sides in February launched negotiations on a new framework agreement that will define the relationship between them for the next decade. Discussion are ongoing, and a new round is expected to take place in Baku also next week, with "political security and trade", reportedly on the agenda. Both Azerbaijan and the European Union see benefit in strong ties between them, are keen to push the negotiations forward and bring them to a quick and successful conclusion. Read it here

Importance of confidence-building measures for resolution of the Karabakh conflict stressed at event at European Parliament. The role of the Sarsang Reservoir as a confidence-building measure in support of the peaceful resolution of the Nagorno-Karabakh conflict was discussed at an event held in the European Parliament in Brussels on Wednesday, 31 May 2017. Speakers and participants in the meeting stressed the importance of confidence-building measures as tools in support of a peaceful resolution of the Nagorno-Karabakh conflict, as well as the importance to ensure water resources for communities in the conflict affected region. Relations between Azerbaijan and Russia appear to have hit an uncharacteristically low point. Public criticism of Russia in Azerbaijan since president Ilham Aliyev came to power in 2003 has been rare, and usually limited to issues related to the Karabakh conflict. The two sides claim that they share a strategic relationship, and President Putin has visited Baku several times in recent years in an effort to cement ties. Problems were usually dealt with in private. It seems however that now the gloves are off, and whilst the tone of the criticism of the last days varied, the messages from both government quarters and parliament were equally forceful. Georgia's Constitutional debate. A nation-wide consultation was recently launched in Georgia to discuss a raft of amendments to the country's constitution. A constitutional commission, chaired by the Speaker of the Georgian Parliament, Irakli Kobakhidze, last month agreed to put forward a package of 43 measures which, if adopted, will have considerable impact on the country's system of governance. A "Karabakh Spring" is still possible, even if it comes in Autumn. The Foreign Ministers of Armenia, Azerbaijan and Russia will meet in Moscow on Friday (28 April) in an effort to restart negotiations for a solution to the Karabakh conflict. A new Constitution, a new Prime Minister and plenty of new faces on the candidates list are meant to ensure that the Republican Party of Armenia retains power after the 2 April elections. Did someone try to distabilise Georgia this weekend? A wave of ugly rioting hit the Georgian Black sea port of Batumi on Saturday night. Initial reports suggested that the incident started over an argument on a parking ticket, which soon escalated and turned into a riot, during which dozens were injured and property damaged, and in response to which police fired tear gas and arrested dozens. Such incidents have happened before in many countries, particularly were underlying discontent is simmering beneath the surface. But as things calmed down in Batumi during the day, a somewhat more sinister picture started to emerge, suggesting that this was perhaps not a spontaneous outburst at all, but had been planned in advance. The case of Mehman Husseynov puts Azerbaijan on the spot. The two-year prison sentence handed down on the young blogger and photo-journalist, Mehman Husseynov, by an Azerbaijani court on 3rd March has once more triggered a wave of criticism of the Azerbaijan government, and its record on freedom of speech and media freedom. The case could not have come at a worse moment for Azerbaijan, only days after the visit of President Ilham Aliev to Brussels and the launch of discussions on a new agreement with the European Union. Playing with fire. The number of serious incidents in the Karabakh conflict zone continues to increase, with fatalities and casualties among Armenian and Azerbaijani forces reported on a daily basis. There is a lot of good-will towards Armenia in the EU, but Russia remains the elephant in the room. Armenian President Serzh Sargsyan will on Monday (27 February) start an official visit to the European institutions in Brussels. The visit comes as Armenia and the European Union finalise a new framework agreement that will form a contractual arrangement between them, and will form the basis of their relations for the next decade. In 2013 Armenia was close to signing an Association Agreement with the EU, but at the last moment abandoned the idea and joined instead the Russia led Eurasian Economic Union. Azerbaijan and the EU embark on a new chapter in their relationship. The visit of President Aliev to Brussels this week has been very positively assessed in both Brussels and Baku, however this relationship is not an automatic fit, and it will take time and effort on both sides for relations to develop to the qualitative higher level that the two sides want. But what is abundantly clear to both sides is that, this notwithstanding, Azerbaijan and the EU have much to benefit from a strong relationship, and also much to contribute. Read it here

The European Parliament approves by a huge majority visa liberalisation for Georgia. Why was this decision so important for Georgia? The European Parliament on Thursday (2 February) adopted by a huge majority a proposal to grant Georgians visa free travel to EU Schengen countries. The report presented by rapporteur Mariya Gabriel was adopted with 553 votes in favour, 66 against, and 28 abstentions. The measure is expected to become operative by the end of March, after it goes through a number of legal formalities within the EU institutions. Read it here

The body of a dead soldier becomes the latest bargaining chip in the messy Karabakh conflict. Early on the 29 December, as the world was preparing to say farewell to a difficult 2016, and to welcome in the new year, an incident happened on the international border between Armenia and Azerbaijan, some distance away from the Nagorno-Karabakh conflict zone, as a result of which both sides suffered casualties. The numbers are not clear since both sides give conflicting accounts of the incident, and of the number of people killed or wounded. Both sides accuse the other of provoking the incident, and of subsequently giving a response. Read it here

Georgian Prime Minister Giorgi Kvirikashvili on Tuesday presented his new cabinet of Ministers, following the convincing victory of the Georgian Dream in last month's Parliamentary elections. Donald Trump's election as president of the United States has left the world stunned. In the South Caucasus the governments of the three countries were extremely cautious in commenting on Trump, both before and after his election. But it is fair to assume that leaders in Armenia, Azerbaijan and Georgia were no less surprised with a Trump victory, than others in the rest of Europe and the world. Like in other parts of the world too, it is the unpredictability that worries leaders in the region most. Hilary Clinton was the devil they knew, even if they did not like her much. Georgian electorate overwhelmingly votes for pro-European parties. The elections on 8 October were not perfect, but they were the best Georgia ever held, and by far better than those seen in neighbouring countries. Georgia continues to be the exception in the post-Soviet space: determined to pursue a pro-European and Euro-Atlantic path, and embracing democratic principles and practices. These elections were a clear testimony of this. Read it here

Maintaining a peaceful environment ahead of Georgia’s election. The United States Ambassador to Georgia, Ian Kelly, this week was quoted as describing the campaign ahead of the 8 October parliamentary elections as "very good and exemplary". Indeed, those familiar with Georgia's elections history are pleasantly surprised, but point out that there are two weeks of campaigning yet, and of course election day itself, and surprises cannot be excluded. Read it here

Pope's forthcoming visit to Georgia and Azerbaijan is not only full of symbolism, but is also highly significant. The Vatican this week released the programme of the visit of Pope Francis to Georgia in Azerbaijan. The Pope will arrive in Tbilisi on 30 September and will stay until 2 October when he flies to Baku before returning to Rome that same evening. Georgia's Catholic community is small, and in Azerbaijan it is miniscule. Yet both countries in very different ways represent societies and views that the Catholic Church and its leader want to interact with. Read it here
