European expert:

Efficiency of Karabakh peace process doesn't depend on the Minsk group per se but chiefly on Armenia and Azerbaijan themselves, Jana Kobzova Policy fellow and programme coordinator European Council on Foreign Relations told ArmInfo.

Earlier this year, she said, Russia (with the support of other Minsk group co-chairs) tried to revive the process but was frustrated by the positions of Baku and Yerevan.

"The outside actors all call on Armenia and Azerbaijan to make committments to the so- called Madrid principles- the Minsk group can provide an useful platform but can't substitute for what currently seems as a lack of appetite in both Yerevan and Baku to make further progress in the negotiations," Kobzova said.
