Editorial: COP29 in Baku needs to be also a summit of peace

The nexus between “climate change, peace and security” has been at the centre of attention for many years. It is not only about how climate change is exacerbating environmental conditions, increasing the prospects for conflict on owning and sharing resources, and accentuating already existing problems, such as for example water shortage in the Sahel, but it is also about how conflicts are contributing directly to a worsening environmental situation, increasing the gravity of climate change. With major climatic incidents now a regular occurrence across the world, and from which no one is spared, minds have recently become more focused. At COP28 in Dubai in December 2023, the UAE took the initiative to bring the discussion within a COP context. Here again, there was no consensus, with Russia, China and some of the countries in the Global South resisting, But the UAE persisted, and found a way through which they could do three things: insert the theme in the proceedings of COP28; establish a dedicated day during the COP summit where the focus was peace, and push for the adoption, even if not by consensus of the “COP28 declaration on Climate, Relief, Recovery and Peace“. This was a big achievement, but only a start. It is clear that what was achieved in Dubai needs to be consolidated and developed in Baku in November 2024. The Azerbaijan government, host of COP29 was initially reluctant to go too far in the inclusion of the peace agenda in COP29 but they have now warmed up to the idea. Over the weekend, the Presidential Foreign Policy Advisor, Hikmet Haciyev, spoke about the possibility of having a COP truce during the Baku summit. There are more than a hundred ongoing armed conflicts in the world. Securing a cease-fire in even one of them would be positive and welcome, but may be very difficult to achieve. A COP29 cease-fire may be an aspiration, but the focus should be on more tangible objectives, and particularly on building on what has been already achieved in COP28 This can include: Having the theme Climate Change, Peace and Security as a theme of COP29; More specifically in Baku the focus should be on water scarcity; food insecurity and landmine contamination and the linkage between conflict and environmental degradation • Having a dedicated day of peace in the COP29 programme, with the participation of the UN Secretary-General, and a gathering of Nobel Peace Price winners • Adopting a new declaration, building on the one agreed in Dubai in November, which would also have the possibility of signatories presenting packages that could be practical tools for moving forward some of the ideas contained in it. All this is doable. There are then other issues on which work needs to be done, but which are also achievable. Will COP29 be historic also because it would be the first time an Armenian leader visits Baku since the long conflict of the last three decades? Armenian Prime Minister Nikol Pashinyan does not shy away from difficult decisions. He can very well see the value of this gesture, particularly since in Baku he will not only be welcomed by the leader of Azerbaijan, but by the biggest gathering of world leaders ever to gather in the South Caucasus. President Aliyev and Prime Minister Pashinyan can co-host a special event at the dedicated Peace Day. Imagine the significance of that! All the ingredients exist to make COP29 in Baku a historic summit of peace and it should not be missed. But there is much work to be done yet, and the negativity of the malcontents needs to be overcome.

In that context, is it even possible to consider Armenia purchasing gas from Azerbaijan? Unless Yerevan can cancel or renegotiate its existing obligations, that remains unknown. However, that is not to say there aren’t other opportunities. Given the finite nature of fossil fuels, and a gradual switch to renewables anyway, perhaps alternative energy sources offer more potential. Armenia already exports electricity to Georgia and that could be expanded to include Turkiye and through the Black Sea Submarine Cable too – but likely only if normalisation continues. "Following an unprecedented joint statement by Yerevan and Baku last December, in which Armenia green lit Azerbaijan hosting the United Nations Climate Change Conference (COP) later this year, the event offers the opportunity to take this conversation further. At the weekend, Azerbaijani Presidential Advisor Hikmet Hajiyev had already put the focus on making the important global event “an engine for peace by finding common ground […].” As the world continues to grapple with the problem of climate change and securing new sources of energy for the future, it is vital that Armenia, Azerbaijan, and Georgia work together as part of a larger solution. The President of the European Council, Charles Michel, the President of France, Emmanuel Macron, and the Chancellor of Germany, Olaf Scholz met in Granada with Nikol Pashinyan, Prime Minister of Armenia. The President of the European Council, Charles Michel, the President of France, Emmanuel Macron, and the Chancellor of Germany, Olaf Scholz underlined their unwavering support to the independence, sovereignty, territorial integrity and inviolability of the borders of Armenia. They also expressed their support to the strengthening of EU-Armenia relations, in all its dimensions, based on the needs of the Republic of Armenia. They agreed on the need to provide additional humanitarian assistance to Armenia as it faces the consequences of the recent mass displacement of Karabakh Armenians. They stressed that these refugees must be free to exercise their right to return to their homes and their places of living, without any conditions, with international monitoring, and with due respect for their history, culture and for human rights. They remain committed to all efforts directed towards the normalization of relations between Armenia and Azerbaijan, based on mutual recognition of sovereignty, inviolability of borders and territorial integrity of Armenia (29.800 km2) and Azerbaijan (86.600 km2), as mentioned in President Michel’s statements of 14 May and 15 July 2023. They called for the strict adherence to the principle of non-use of force and threat of use of force. They stressed the urgent need to work towards border delimitation based on the most recent USSR General Staff maps that have been provided to the sides, which should also be a basis for distancing of forces, and for finalizing the peace treaty and addressing all humanitarian issues. They called for greater regional cooperation and for the re-opening of all borders, including the border between Armenia and Türkiye, as well as for the opening of regional connectivity links based on full respect of countries’ sovereignty and jurisdiction, as well as on the principles of equality and reciprocity. The European leaders called on Armenia and Azerbaijan to release all detainees, and to cooperate to address the fate of missing persons and to facilitate demining work.

What could have been signed today in Granada?

For weeks, expectations were built up that a summit between the leaders of Armenia and Azerbaijan, hosted by European Council president, Charles Michel, French President Emanuel Macron and German Chancellor, Olaf Scholz, scheduled on the margins of the meeting of the European Political Community in Granada, Spain on 5 October, will give a stimulus to the Armenia-Azerbaijan peace process. Just a day before, however, Azerbaijan announced that President Ilham Aliyev will not attend. What could have been agreed in Granada? Speaking in the Armenian parliament on 4 October, Armenian Prime Minister Nikol Pashinyan outlined the points of a document that he said he had hoped could have been signed in Granada the next day had the Azerbaijani leader not cancelled his visit, but which he still felt could be signed at an opportune moment. Pashinyan outlined the three principles as: 1. Armenia and Azerbaijan recognize each other’s territorial integrity, based on the understanding that Armenia territory is 29800 square km while Azerbaijan territory is 86600 square km; 2. The Alma Ata declaration should be the political basis for border delimitation and later demarcation. It is important that before delimitation is made, agreement is reached on which maps delimitation and demarcation will be based on. This should be implemented based on the maps of 1975, but in principle, we may be flexible on this;   3. Restoration of communications of the region should take place based on the principles of sovereignty, laws, equality, and reciprocity of the countries.

Pashinyan says Armenia is ready to sign peace document

Armenian Prime Minister Nikol Pashinyan, speaking at prime minister's question time in the Armenian parliament on Wednesday (4 October), said that a document now exists which he was ready to sign, that was consistent with the logic of peace and stability in the region. Pashinyan said that he does not want to create a false impression that the document is against the interests of Azerbaijan and completely compatible with the interests of Armenia. "Armenia hopes that the conceptual document will be signed at an opportune moment. I am ready to sign it," he said. Earlier, the prime minister said that he had hoped that the document could have been signed in Granada on the margins of the European Political Community Summit on Thursday (5 October). It now transpires however that Azerbaijan President Ilham Aliyev has refused to attend the summit. Pashinyan said he will attend the summit nonetheless. commonspace.eu political editor said in a comment that it is clear that there is now broad agreement between Armenia and Azerbaijan on at least a general document, which the Armenian prime minister called a "Conceptual Document", which may be the basis for a future, more comprehensive peace treaty. But all the sides are aware of broader sensitivities, and it seems that Russian pressure on Aliyev made him miss an important opportunity to take the peace process forward by signing the document in Granada this week. This is a highly risky gamble since circumstances can change very fast. One therefore hopes that the "opportune moment" mentioned by prime minister Pashinyan will come within days, not weeks.

Commentary: Is this the EU’s last chance to bring peace and reconciliation to Armenia and Azerbaijan?

On the eve of the expected meeting between the leaders of Armenia and Azerbaijan in Granada on Thursday (5 October), on the margins of the gathering of the European Political Community, Brussels' leading think tank, the European Policy Centre, has published a commentary by commonspace.eu Managing Editor and Director of LINKS Europe, Dr Dennis Sammut on the prospects of the EU's initiative to bring lasting peace between Armenia and Azerbaijan. He argues that "the exodus of 100,000 Armenians from Karabakh following the recent Azerbaijani military operation has focused minds. However, as it pursues its peace initiative with Armenia and Azerbaijan, the EU’s primary objective is to get both sides to sign a peace agreement. Going forward, the EU needs to adopt a regional approach as the core of its engagement with the South Caucasus." Given the speed of changes on the ground, there is a risk that the EU peace initiative may run out of steam or become irrelevant since, at this point, Armenia-Azerbaijan relations can take different trajectories. Granada offers the last opportunity for a substantial peace agreement that would, at last, turn the page on an ugly chapter of modern South Caucasus history. It is unlikely that a substantial deal can be signed yet. Still, in Granada, it should become quite clear whether the conditions exist to overcome the final obstacles, with the sides formally recognising each other’s territorial integrity based on the borders stated in the 1991 Almati Declaration, and, eventually, by establishing full diplomatic relations. The EU needs to be strategic in its vision and focused on its approach. Getting an Armenia-Azerbaijan peace deal agreed and signed by the end of the year must now be the priority.
