И.о. министра ИД НКР направил письмо ДП ОБСЕ в связи с экстрадицией Сафарова

Исполняющий обязанности министра иностранных дел Нагорно-Карабахской Республики Василий Атаджанян направил письмо Действующему председателю ОБСЕ, министру иностранных дел Ирландии Эймону Гилмору в связи с экстрадицией и помилованием Рамиля Сафарова. 

Как сообщили АрмИнфо в пресс-службе МИД НКР, в письме говорится:

"С сожалением констатирую, что официальный Баку в очередной раз предпринимает действия по подрыву мирного процесса по урегулированию азербайджано-карабахского конфликта. Экстрадиция в Азербайджан и последующее помилование Рамиля Сафарова, убившего спящего человека и приговоренного в Венгрии к пожизненному заключению, являются очередным доказательством того, что Азербайджан на государственном уровне осуществляет и поощряет политику армянофобии и фашизма, что является продолжением армянских погромов и резни в Сумгаите, Баку, Кировабаде, Мараге и многих других городах и армянонаселенных пунктах".

В послании отмечается, что "Азербайджан вновь продемонстрировал, что не намерен соблюдать какие-либо обязательства, в том числе международные, и его основной целью является осуществление очередного геноцида против Нагорно-Карабахской Республики (Арцаха) и полное уничтожение ее населения. В этой связи еще раз подтверждается правильность избранного народом Нагорного Карабаха пути по построению независимого, демократического и сильного государства".

В письме выражается надежда, что "ОБСЕ и отдельные ее члены осудят Азербайджан и предпримут соответствующие действия, направленные на принуждение этой страны отказаться от деструктивной политики и идеологии нацизма".

"С нашей стороны мы снова подтверждаем свою приверженность мирному урегулированию азербайджано-карабахского конфликта, одновременно заявляя, что мы в состоянии защитить свою страну и в случае посягательств на ее свободу и независимость дать достойный отпор агрессору", - отмечается в послании.

31 августа осужденный в Венгрии на пожизненный срок азербайджанский офицер Рамиль Сафаров был экстрадирован на родину. В тот же день президент Азербайджана Ильхам Алиев своим указом помиловал его, а министр обороны присвоил звание майора. Рамилю Сафарову была выплачена зарплата за восемь лет, а также подарена квартира. В связи с этим президент Армении Серж Саргсян созвал экстренное заседание Совета национальной безопасности и совещание аккредитованных в республике послов и заявил о прекращении дипломатических отношений с Венгрией. 19 февраля 2004 года в Будапеште Рамиль Сафаров ночью зарубил топором спящего армянского офицера Гургена Маргаряна. Оба офицера проходили в венгерской столице курс английского языка в рамках программы НАТО "Сотрудничество во имя мира". Сафарову было предъявлено обвинение по статье 166.2 УК Венгрии (убийство при отягчающих обстоятельствах), предполагающее лишение свободы сроком от 10 до 15 лет или пожизненное заключение.  Суд приговорил Сафарова к пожизненному тюремному заключению без права амнистии в первые 30 лет. Судья объяснил свое решение особой жестокостью убийства Сафарова и тем, что последний не раскаялся в совершении преступления.

Armenia president, Vahagn Khachaturyan has re-appointed Nikol Pashinyan as Armenian prime minister, after the decisive victory of his Civil Contract party in parliamentary elections in June. During a ceremony at the Presidential Palace in Yerevan, President Khachaturyan signed a decree on the appointment of Nikol Pashinyan as Prime Minister of the Republic. President Vahagn Khachaturyan said in short remarks: It is a great honor for me to sign a decree on appointing you to the post of Prime Minister of the Republic of Armenia, for which I received a proposal from the political majority in the National Assembly, under Article 149 of the Constitution of the Republic of Armenia. I sincerely congratulate you, I wish you great patience, endurance, and determination to lead us in these difficult times, to lead the country to the future, a prosperous future. Nikol Pashinyan thanked the president and added,  I must say honestly that in 2018, when I assumed the post of Prime Minister of the Republic of Armenia as a result of the People's, non-violent, velvet revolution, it would have been difficult to predict that we would go down such a path and I think it would have been difficult to predict that we would be able to overcome this path. But we are where we are, and I think that the key role and significance in all this is unequivocally and undoubtedly the people of the Republic of Armenia, who, after all, have demonstrated special expressions of state consciousness and state-centeredness throughout this period. And of course, this is a great obligation and commitment. Of course, the Government will be formed in the near future and all members of the Government, including me, will already enshrine our obligations to our people in the text of the oath.  In the meantime Ruben Rubinyan has been elected Speaker of the National Assembly of Armenia, following a secret vote of MPs. He is a 36-year-old MP from the ruling Civil Contract party, who was one of the deputy speakers in the previous parliament and, until recently, was the special representative in the negotiations on the normalization of relations with Turkey.

Speaking about this visit Murad Muradov said: "My experience was largely positive. My negative expectations luckily didn’t play out. The discussions were respectful, the panel format bringing together experts from Armenia, Azerbaijan, and Turkey was particularly valuable during the NATO Rose-Roth Seminar in Yerevan, and media coverage, while varied in tone, remained largely constructive. Some media outlets though attempted to represent me as more of a government mouthpiece than an independent expert, which was totally misleading.  Overall, I see these initiatives as important steps in rebuilding trust and normalising professional engagement. The fact that soon a larger Azerbaijani civil society visits to Armenia followed, reinforces the sense that this process is moving in the right direction."
