Прекращение огня следует соблюдать - Алиев и Саргсян

В понедельник вечером, в Вене, президенты Армении и Азербайджана договорились о соблюдении прекращения огня в Нагорном Карабахе и механизме по проведению расследований инцидентов.

"В целях снижения рисков продолжения насилия они дали согласие на завершение в кратчайшие сроки работы над механизмом ОБСЕ по проведению расследований инцидентов", говорится в заявлении ОБСЕ, опубликованном сразу после встречи.

Серж Саргсян и Ильхам Алиев встречались впервые после боевых действий в начале апреля, в результате которых погибли десятки людей с обеих сторон, что стало самыми ожесточенными столкновениями в регионе с 1994 года. Государственный секретарь США, Джон Керри, и министр иностранных дел России, Сергей Лавров, также принимали участие во встрече наряду с госсекретарем по европейским делам Франции, Арлем Дезир.

"Президенты также согласились на расширение офиса личного представителя действующего председателя ОБСЕ", говорится в заявлении Минской Группы. "Кроме того, Ильхам Алиев и Серж Саргсян договорились продолжать обмен информацией о пропавших без вести под эгидой МККК с учетом обязательств, принятых президентами в ходе Парижского саммита в октябре 2014 года."

Сопредседатели трех стран Минской группы - Джеймс Уорлик, Игорь Попов и Пьер Андрие - также приняли участие в ходе встречи, также как и Анжей Каспршик, личный представитель председателя ОБСЕ в офисе. Ранее в тот же вечер, президенты Алиев и Саргсян провели двусторонние встречи с Могерини, верховным представителем Европейского Союза по иностранным делам.

В ходе боев между 2 и 5 апреля были убиты десятки солдат и гражданских лиц, когда наконец 5 апрелся при посредничестве России было достигнуто устное соглашение о прекращений боевых действий. После этого стороны ежедневно сообщали о нарушениях и жертвах в результате этих нарушений.

Президенты двух стран договорились о том, что следующий раунд переговоров состоится в июне, с целью возобновления переговоров о всеобъемлющем урегулировании.

"Они подтвердили, что у данного конфликта не может быть военного решения. Сопредседатели настаивают на важности соблюдения соглашения о прекращении огня от 1994 и 1995 годов. Президенты подтвердили свою приверженность прекращению огня и мирному урегулированию конфликта", говорится в заявлении ОБСЕ .

Germany accuses Russia of cyberattacks and disinformation campaign

The German government holds Russia responsible for a cyberattack on German air traffic control, and for targeted disinformation campaigns before the last federal election. According to the German Foreign Office in Berlin, the incidents could be clearly attributed to the Russian military intelligence service, the GRU. In response, the Russian ambassador to Berlin was summoned to the Foreign Ministry. "We have been observing a massive increase in threatening hybrid activities by Russia for some time now," a spokesperson for the Foreign Ministry stated. These range from disinformation campaigns and espionage to cyberattacks and sabotage attempts. The aim is to divide society, sow distrust, and undermine confidence in democratic institutions. The spokesperson added that with these actions, Russia is "very concretely threatening our security, not only through its war of aggression against Ukraine, but also here in Germany."  The Foreign Ministry spokesperson explained that the cyberattack on air traffic control in August 2024 was clearly attributed to the hacker collective "APT28," known as "Fancy Bear," and to the responsibility of the Russian military intelligence service, the GRU. Furthermore, it could now be "conclusively stated" that Russia had attempted "to influence and destabilize both the last Federal election and the ongoing internal affairs of the Federal Republic of Germany." There was "absolutely irrefutable evidence" for this". The so-called "Storm 1516" campaign, which has been running since 2024, is allegedly backed by "reliable information" that the Moscow-based think tank "Center for Geopolitical Expertise" is behind it. The Center is also said to be supported by Russian military intelligence. Its primary aim is to influence democratic elections in the West. (Click the image to read more).
