АРМЕНИЯ-ПАСЕ-ДОКЛАД-ПРИНЯТИЕ

В ПАСЕ принят проект резолюции “О функционировании демократических институтов в Армении”. Как передает спецкор АрмИнфо из Страсбурга, документ был принят 40 голосами “за”, 3 – “против”.

Из 5 предложенных поправок, самая существенная касалась поправки к параграфу 11, в которой говорилось: “Ассамблея считает, что результат объявленной в Армении всеобщей амнистии, новый стимул в деле расследования обстоятельств гибели 10 человек в марте 2008 года и начало конструктивного диалога между оппозицией и властью означают, что глава о мартовских событиях 2008 года может считаться закрытой”. Члены армянской делегации в ПАСЕ от оппозиции Армен Рустамян и Заруи Постанджян предложили изъять ее из документа. Однако содокладчик доклада Джон Прескотт представил устную подпоправку, которая предлагала заменить параграф 11. Обосновывая текст своей подпоправки, Прескотт отметил на дебатах: “Речь идет о разных вещах. Как понять: то ли мы завершили доклад, то ли нет. На Ассамблее я сказал, что мониторинг продолжится, и мы должны продолжать эту работу. Доклад закончится сегодня, но мониторинг должен продолжаться.

В итоге, 11 параграф был заменен на устную подпоправку содокладчика Прескотта. 

Отметим, что в докладе отмечается, что “Ассамблея приветствует политическую волю, продемонстрированную властями и всеми политическими силами для разрешения этого вопроса в соответствии со стандартами и рекомендациями Совета Европы”. Кроме того, в докладе отмечается, что для мониторингового комитета события 2008 года и то, что последовало за ними, определили четкие приоритеты о необходимости демократического развития страны, проведения истинных демократических парламентских  выборов, создания демократической и плюралистичной политической атмосферы, которая вызовет доверие армянской общественности. Кроме того, в документе подчеркивается необходимость проведения реформ в полиции и в судебной системе с тем, чтобы они гарантировали независимость закона, как на бумаге, так и на практике.

Turkiye to host COP31 in 2026

A consensus has emerged during COP 30, currently being held in Belan, Brazil, that COP 31 will be held in the Turkish city of Antalya, in 2026. In 2026 Turkiye will host another global event, the NATO leaders summit. Turkiye is set to host COP31 after reaching compromise with Australia.  The COP31 climate meeting is now expected to be held in Turkey after Australia dropped its bid to host the annual event. Under the UN rules, the right to host the COP in 2026 falls to a group of countries made up of Western Europe, Australia and others. A consensus must be reached but neither country had been willing to concede. Australia has now agreed to support the Turkish bid in return for their minister chairing the talks following negotiations at COP30, currently being held in Brazil. This unusual arrangement has taken observers by surprise. It is normal for a COP president to be from the host country and how this new partnership will work in practice remains to be seen. Australian Prime Minister Anthony Albanese has called the compromise with Turkey an "outstanding result" in an interview with the Australian Broadcasting Corporation (ABC), noting Pacific issues would be "front and centre". He added that he had spoken to Papua New Guinea Prime Minister James Marape and Prime Minister Rabuka of Fiji. There will be relief among countries currently meeting at COP30 in the Brazilian city of Belém that a compromise has been reached as the lack of agreement on the venue was becoming an embarrassment for the UN.
