МККК зарегистрировал 4574 человек в списке пропавших без вести лиц в карабахском конфликте - работа над базой данных пропавших без вести продолжается

Судьба тысяч пропавших без вести во время конфликта между армянами и азербайджанцами с 1989 -1994 внутри и вокруг территории Нагорного Карабаха была эмоциональной. Те, кто пропал считаются мертвыми, вероятно, похоронены в безымянных могилах в спешке войны. Для их семей отсутствие тела или определенных доказательств их смерти означает, что они не могут смериться (согласиться) с их потерей.

Эти люди надеются, что однажды конфликт будет урегулирован и будет легче найти тела и выяснить обстоятельства смерти их родственников.

Международный Комитет Красного Креста провел прекрасную работу по многим вопросам, связанным с гуманитарными аспектами конфликта. Одной из его задач в последние годы было составление списка пропавших без вести, с важными данными, которые, в один прекрасный день, помогут помочь идентифицировать останки. В последние годы это стало срочным делом, т.к. многие родственники пропавших без вести - как правило, родители - в настоящее время постарели. Их кончина может означать, что важная информация может быть потеряна навсегда. По этой причине МККК приложил много усилий, чтобы завершить составление реестра. Много информации основано на личных интервью, которые МККК провел с родственниками пропавших без вести.

Координатор представительства МККК в Азербайджане, Сильви Гренишер, сказала в интервью новостному агентству TREND, что количество без вести пропавших может измениться. Для внесения ясности в судьбу этих людей МККК собирал информацию о них у членов их семей - база данных Ante Mortem. МККК проводил эту работу совместно с Обществом Красного Полумесяца Азербайджана. До сегодняшнего дня была собрана информация о 3 631 без вести пропавшем. Гренишер сказала, что в настоящее время собирается ante-mortem - информация еще о нескольких лицах.

"В январе было подписано лицензионное соглашение между МККК и Госкомиссией Азербайджана по делам военнопленных, заложников и пропавших без вести. В соответствии с этим соглашением специальная база данных, подготовленная МККК по пропавшим без вести, будет передаваться Госкомиссии. В последующие месяцы первые 150 анкет для внесения в базу данных были переданы Госкомиссии. Вся информация о 3 631 без вести пропавшем будет поэтапно передаваться Госкомиссии для размещения их в базе данных", - сказала она.

Целью создания информационной базы является свести воедино все сведения о без вести пропавших, что поможет в будущем внести ясность в их судьбы.

Гренишер также сказала, что в списках МККК и Госкомиссии имеются различия.

"Несколько лет назад эти списки сильно различались. Разница состоит в том, что МККК собирает информацию только при помощи семей лиц, пропавших без вести, а Госкомиссия может собирать информацию и из других источников. Затем эти списки сравниваются и разница устраняется. Сейчас эта разница уменьшилась, и я надеюсь, что за один - два года этой разницы или вообще не будет, или она будет мизерной", - сказала представитель МККК.

The port city of Aden, in Yemen's south, has been put under curfew, as the rift in the country between  the Saudi led coalition which  backs Yemen's presidential governing council, and the southern forces led by the Southern Transitional Council (STC), deepens. Abdul Rahman al-Mahrami, a member of the Yemeni Presidential Governing Council and commander of the al-Amalik brigades, has ordered a curfew in the temporary capital, Aden, "to maintain security". "A curfew has been imposed throughout Aden Governorate from 9:00 p.m. to 6:00 a.m., in accordance with the instructions of Commander Abdul Rahman al-Mahrami, a member of the Presidential Management Council," the statement said. It states that only security and military personnel, as well as medical and technical teams with approved permits, will be allowed to move in the area during these hours. Yemen's presidential council, which is backed by Saudi Arabia and which already is in a struggle with the Houthi Movement in the north of the country who also occupy the capital Sanaa, two days ago issued an order for the arrest of the head of the Southern Transitional Council (STC),, Aidarous al Zubaidi. The STC have wide support among people in the South, and advocate that South Yemen restores its independence. The coalition warned of further escalation in Aden, long regarded as an STC stronghold, as the Presidential Leadership Council (PLC) chief accused STC leader Aidarous Al Zubaidi of “high treason” and announced the revocation of his membership in the governing body. The moves mark a sharp escalation in tensions within the anti-Houthi camp, despite National Shield Forces, rivals of the STC and former allies, having recently retaken control of Hadhramaut and Mahra from southern fighters. The STC’s takeover of the two regions last month angered Saudi Arabia and contributed to igniting the current internal conflict. (click the picture to read more)
