23 ноября: США сдерживают свое сотрудничество с Россией по обычным вооружениям в Европе (ДОВСЕ) и больше не будут обмениваться информацией в области обычных вооружений и войск с Россией спустя четыре года после того, как Россия остановила реализацию догов

ДОВСЕ был подписан в 1990 году 16 странами НАТО и шестью членами Организации Варшавского договора и вступил в силу в 1992 году. Договор ставит равные ограничения для каждого блока по пяти ключевым категориям обычных вооружений и военной техники, включая танки, боевые бронированные машины, артиллерию, штурмовые вертолеты и боевые самолеты.

Договор был обновлен в 1999 году, но государства члены НАТО отказались его ратифицировать мотивируя это тем, что Россия нарушила часть Договора.

Россия ввела односторонний мораторий на ДОВСЕ в декабре 2007 года, ссылаясь на озабоченность по поводу расширения НАТО на Восток, на американские планы противоракетной обороны для Европы, и отказ членов альянса ратифицировать адаптированный договор. Свободная от обязательств по Договору Россия усилила развертывание войск в Северном и Южном Кавказе.

The talks come the day after both attended a summit of the Shanghai Cooperation Organization in the nearby Chinese city of Tianjin, and the day before a grand Chinese military parade in Beijing to mark the 80th anniversary of the end of World War II.
