Joint Armenian-Azerbaijani Liaison Group (JOLIG)

 The Joint Armenian-Azerbaijani Liaison Group on Confidence-building measures in support of lasting peace in the South Caucasus (JOLIG), is an independent initiative bringing together Armenian and Azerbaijani experts in a framework facilitated by LINKS Europe and supported by the European Union. The members of the Group are Ahmad Alili (co-rapporteur); Mehman Aliyev, Stepan Grigorian, Taron Hovhanissian, Shahla Ismayil, Gevorg Melikyan, Johnny Melikyan; Benyamin Poghosyan (co-rapporteur), Ramazan Samadov and Anar Veliyev. All members of the group serve in a personal capacity. The Secretariat of the Group is provided by LINKS Europe.

The co-rapporteurs of the Joint Armenian-Azerbaijani Liaison Group on Confidence-building measures in support of lasting peace in the South Caucasus have issued a statement welcoming the 7 December statement of the governments of Armenia and Azerbaijan. They say that the Group discussed the statement which they consider a significant step in the process of normalization of bilateral relations and resumption of negotiations. The statement says, "our Joint Liaison Group has been working since the summer of 2021 to develop ideas on confidence-building measures, and to muster political and popular support for their implementation. Our report of April 2022: “The South Caucasus from war to peace: thirty measures between now and 2030” proposes concrete measures that can be implemented in the short, medium, and long term, not only to achieve peace, but also to subsequently consolidate it. Much has happened since this report was published, and some of the proposals have been overtaken by events, but the need to build trust and confidence remains high.   We join the call on the international community to support the efforts of Armenia and Azerbaijan that will contribute to building mutual trust between two countries and will positively impact the entire South Caucasus region. We call on Armenians and Azerbaijanis to recognise the significance of this moment and support efforts to achieve lasting peace in the region."

Armenian and Azerbaijani experts on confidence-building measures meet in The Hague

The Joint Armenian-Azerbaijani Liaison Group on confidence-building measures in support of lasting peace in the South Caucasus (JOLIG) held its 4th plenary meeting in The Hague, the Netherlands, on Tuesday 4 July 2023. All twelve members of the Joint Liaison Group were present. The Group exchanged views on the current state of Armenia-Azerbaijan relations, and on its work in support of the Armenia-Azerbaijan normalisation process. The Joint Liaison Group agreed that over the next months it will increase its work on the ground, including through the holding of dialogue meetings in Armenia and Azerbaijan. On 5 July 2023 in The Hague, members of the Joint Liaison Group participated in the Policy Dialogue Conference: “The South Caucasus and the European Union – addressing challenges, seizing opportunities”, organised by LINKS Europe, with the participation of diplomats, officials, experts, opinion shapers and civil society activists from Armenia, Azerbaijan and Georgia.

The Hague to host three meetings on the South Caucasus this week

This week in the city of the Hague, the foundation LINKS Europe will host three important meetings related to the South Caucasus region. The city will welcome participants from Armenia, Azerbaijan and Georgia and beyond, many of who are involved in the delicate process of building trust and confidence between people after years of warfare and animosity in the South Caucasus Region. A spokesperson for LINKS Europe said that the three meetings are,in their different ways, all symbolic and significant, and are being held at a critical juncture for the future of the South Caucasus region, and its relations with Europe.  LINKS Europe has a long history of engagement with the region, and has for many years been particularly active in promoting peace, dialogue and reconciliation. "We are looking forward to three days of intensive meetings, discussions and debates, and we hope the outcome of the meetings will contribute to the wider ongoing process for  peace and reconciliation in the region, and for stronger relations between the region and the rest of Europe", the spokesperson said.

The core team of the Joint Armenian-Azerbaijani Liaison Group on confidence-building measures in support of lasting peace in the South Caucasus (JOLIG) met in Tbilisi on Friday 12 May 2023 to discuss ongoing regional processes and plan its work for the rest of the year. The Group reviewed the current state of Armenia-Azerbaijan relations and the process to normalise them. It welcomed the resumption of face to face negotiations between the two countries held at Foreign Minister level in Washington DC in the first week of May and hoped that the process will continue and be brought to a successful conclusion. It looked forward to the next meeting of the leaders of the two countries in Brussels on 14 May and subsequently, and the planned meetings in Chisinau in June and in Granada in October, and also noted that a meeting of the foreign ministers was also planned to be held in Moscow later this month. The Group noted that this intensive diplomatic activity is necessary and instrumental for the early and successful completion of the negotiations.

In April 2022 a group of Armenian and Azerbaijani experts published their report “The South Caucasus from war to peace: 30 measures between now and 2030” in which they outlined their vision for the process of building trust and confidence between Armenia and Azerbaijan and between Armenians and Azerbaijanis, in order to contribute to lasting peace in the South Caucasus. One year later, in this joint paper, Ahmad Alili and Benyamin Poghosyan, co-rapporteurs of the group, reflect on events and developments over the eventful past twelve months. They say peace remains within reach, but more hard work is needed.

Armenian and Azerbaijani experts discuss process of confidence-building with EU officials in Brussels

The Joint Armenian-Azerbaijani Liaison Group on Confidence-building measures in support of lasting peace in the South Caucasus (JOLIG) met in Brussels on 1 – 2 February 2023. Armenian and Azerbaijani experts that form part of the Group discussed recent developments in the South Caucasus, developments in the process of normalising Armenia-Azerbaijan relations and establishing peace in the region, and how confidence-building measures can help overcome present and future problems and challenges. On 1 February, the Group had a substantive meeting with the European Union Special Representative for the South Caucasus, Toivo Klaar, who reiterated the continued and ongoing commitment of the European Union in support of peace between Armenia and Azerbaijan. The group asked EUSR Toivo Klaar to convey their appreciation to European Council President Charles Michel for his continuing efforts to mediate between the two sides. The Group expressed its willingness to contribute with tangible actions and initiatives towards on-going European Union peace efforts in the region.
