Too little, too late, but Arabs hope UNSC resolution dents US-Israel relations

The situation in Palestine continues to cast a shadow over the Ramadan festivities in the Arabian Peninsula and across the Arab and Moslem worlds. On Monday (26 March), the United Nations Security Council (UNSC) finally adopted resolution 2728, demanding an immediate ceasefire for the Muslim holy month of Ramadan, which started on 10 March, leading to a “lasting sustainable ceasefire”. The resolution, which was put forward by the Council’s elected members, also demands the immediate and unconditional release of all hostages and that the parties comply with their obligations under international law in relation to all persons they detain. Resolution 2728 emphasises the need to expand humanitarian assistance and reinforce the protection of civilians in the Gaza Strip. It also reiterates the Council’s demand to lift “all barriers to the provision of humanitarian assistance at scale”. Arab and Muslim governments have generally welcomed the adoption of UNSC resolution 2728. But amongst a wary public in the GCC and beyond, there is widespread frustration and cynicism, and many consider it as being too little, too late. Palestinian envoy to the UN, Riyad Mansour, speaking in New York yesterday, reflected this mood, saying it had taken “six months, over 100,000 Palestinians killed and maimed, 2 million displaced, and famine for this Council to finally demand an immediate ceasefire.” Palestinians have been killed “in their homes, in the streets, in hospitals and ambulances, in shelters, and even in tents,” he added. “This must come to an end now. There can be no justification for war crimes, crimes against humanity and genocide.” Acceptance of any justification for such crimes would be a renunciation of humanity and destroy the rule of international law beyond repair, Mansour said.

In Yerevan, Stoltenberg says that stability in the South Caucasus matters for NATO

The Secretary General urged Armenia and Azerbaijan to reach an agreement to pave the way for the normalisation of relations and a durable peace. “This matters for Euro-Atlantic security as we face a more dangerous world,” he emphasised, reiterating that “NATO supports Armenian sovereignty and territorial integrity, and your peaceful aspirations.”  Mr Stoltenberg praised Armenia for its long-standing partnership and contributions to NATO operations, including increased troop numbers in KFOR’s peacekeeping mission. “For nearly 20 years, Armenia has been a key partner in NATO’s KFOR peacekeeping mission, helping to ensure a safe and secure environment for all communities in Kosovo,” he said. During his visit, the Secretary General discussed the progress in Armenia’s domestic reforms. He highlighted Armenia’s commitment to ensuring democratic control of its armed forces, including by participating in NATO’s building integrity programme. “You have also shown a real commitment to tackling corruption, strengthening your democratic institutions, and upholding the rule of law,” he stated. The Secretary General warned that “Russia’s war in Ukraine is a sobering reminder that we cannot take peace for granted… If Putin succeeds in Ukraine, there is a real risk that his aggression will not stop there and other authoritarian actors will be emboldened,” he said. Mr Stoltenberg called on all NATO partners to “do what they can to ensure Putin does not win his war of aggression.” “The situation on the battlefield remains difficult, but this is a reason to step up, not to scale back our support,” he said. NATO Secretary General Jens Stoltenberg visited the three South Caucasus countries from 17-19 March for meetings with the leadership of the three countries and as an expression of support for their independence, sovereignty and territorial integrity.

Toivo Klaar: "We are moving slowly in the right direction"

A meeting with the leaders of Armenia and Azerbaijan will be held in Brussels in the very near future, but it will not be held before the end of this month as had been previously hoped. This was stated by the EU Special Representative for the South Caucasus, Toivo Klaar. Speaking about the state of Armenia-Azerbaijan negotiations that are being facilitated by the European Union, Klaar said "We are moving slowly in the right direction". The EUSR for the South Caucasus addressed the forum "Making Progress in time of uncertainty" organised in Yerevan by the Applied Policy Research Institute, Armenia. Klaar spoke to participants on-line from Brussels. In his address Klaar spoke about the reaction of the European Union to events in Nagorno-Karabakh in September and said that the EU had taken a clear position , which was robustly communicated to interested parties. The EU is now calling for conditions to be created for the safe return of Armenians displaced from Nagorno-Karabakh. As regards on-going negotiations, Toivo Klaar said that the situation now is qualitatively different. The objective is the normalisation of relations between the sovereign state of Azerbaijan and the sovereign state of Armenia. There is now a window of opportunity to move forward with the objective of normalising relations between Armenia and Azerbaijan. The signing of a peace treaty is not an aim in itself, but simply an expression of this objective. Klaar said that peace between Armenia and Azerbaijan will have benefit for the whole region, and the aim of the EU was to see the South Caucasus as a place where all countries have normal diplomatic relations, there is movement of people and goods, and the whole region is opened up for economic co-operation. Speaking about Russia, EUSR Klaar said that the EU is not in the business of including and excluding anyone from the South Caucasus. Russia was an important close neighbour of the region and has its interests, as have the EU and the US. Klaar criticised the negative rhetoric coming from Moscow. Toivo Klaar said the EU will continue to support civil society initiatives aimed at promoting trust and confidence across the South Caucasus. He however emphasised that this can never be an alternative to political will on the part of the governments who need to lead by changing official narratives.

The foreign ministers of Armenia, Azerbaijan, Iran, Russia and Turkey, met in Tehran on Monday 23 October in the second meeting of the 3 + 3 format, which however is only 2 + 3 since the third South Caucasus country, Georgia, refuses to participate in the process because of its problems with Russia. Recently, Turkey and Iran have made statements that they prefer this format of interaction with the South Caucasus countries since it excludes external players. Some Azerbaijani officials have expressed similar views. At the end of their meeting in Tehran, the foreign ministers issued a nine-point statement, in which amongst other things, they said that "expressing their positions on various international issues, they discussed the most important issues in the region and emphasized the importance of such platforms as the regional consultative "3+3" platform to provide opportunities for constructive dialogue and establish mutually beneficial cooperation between the countries of the region". commonspace.eu political editor said that the absence of Georgia in the 3 + 3 format hugely reduces the significance of the initiative since it is difficult to discuss regional issues without that country being present. However, the format is important, particularly for Iran, which has been desperately trying to have a role in the region. For the Turks, this is an opportunity to share a platform with Armenia, even as discussions on the normalisation of relations continue. The meeting between the Turkish and Armenian foreign ministers, on the margins of the main event, was perhaps the most significant event in the one-day diplomatic extravaganza in Tehran. For the Russians, such a meeting has limited use. They would prefer to deal with the Armenians and the Azerbaijanis on their own, separately or together. But given that their monopoly over dealings with the two countries, especially on the issue of normalisation of relations, has now been lost, Moscow wants to make sure it is present whenever and wherever the opportunity arises.

EU and US leaders say they are "bound together by the most dynamic relationship on earth"

A summit between the US and the EU has re-affirmed the resilience of the transatlantic relationship at a time of increased global turmoil. On Friday (20 October), EU leaders, notably the President of the European Council, Charles Michel, the President of the European Commission, Ursula von der Leyen, and the High Representative of the European Union for Foreign Affairs and Security Policy, Josep Borrell, met with US President, Joe Biden, and the US Secretary of State, Antony Blinken, in Washington DC. The summit was an opportunity to review the close transatlantic partnership and areas of cooperation within the partnership. At the end of the summit the leaders adopted a joint statement, which includes a roadmap to underpin and further strengthen the relationship for years to come. A statement issued at the end of the meeting said: Representing nearly 800 million citizens, united by our values and bound together by the most dynamic relationship on earth, we reaffirm our commitment to a transatlantic partnership that delivers for all our people. The statement added that the EU and the US are close and like-minded partners that share a strong bond and a commitment to a rules-based international order and effective multilateralism. The summit also discussed global issues, including Africa, the Balkans, the Caucasus and the Indo-Pacific Region. On the Caucasus, the summit statement said that the EU and the US remain fully committed to supporting Georgia’s territorial integrity and sovereignty, and its European perspective.  They also said that they remain committed to advancing a lasting peace between Armenia and Azerbaijan based on mutual recognition of sovereignty, inviolability of borders and territorial integrity. We urge Azerbaijan to ensure the rights and security of those who remain in Nagorno-Karabakh as well as for those who wish to return to their homes. We also call for all parties to adhere to the principle of non-use of force and threat of use of force.

Armenian prime minister Nikol Pashinyan on Tuesday, 17 October spoke to the European Parliament meeting in Strasbourg addressing important issues of Armenia-EU relations, peace between Armenia and Azerbaijan, and South Caucasus regional co-operation. commonspace.eu political editor said in a comment that this was one of Pashinyan's most important speeches since he took office as leader of Armenia in 2018. Throughout his speech Pashinyan made reference to "common values" and to "democracy", saying that for Armenia this was a strategic choice, and not a choice dictated by circumstances. Pashinyan said that "Armenia is ready to be closer to the European Union, as much as the European Union considers it possible."  But Pashinyan focused most in his speech on peace in  the South Caucasus and Armenia-Azerbaijan relations. He spoke in detail about the issues under consideration, stating "we are ready to sign a peace and relations settlement agreement with Azerbaijan by the end of the year."

Russia's role in the South Caucasus continues to be that of spoiler

For decades, Russia has tried to protect its interests in the South Caucasus following the collapse of the Soviet Union in 1991. But Russia had nothing to offer to the countries of the region, be it for their economic and political challenges, or even more importantly for the process of restoring peace in the region after it slid into conflict at the end of the Soviet era. There was however one thing that it could do, and that was to spoil any efforts for peace and reconciliation, if these efforts did not originate and were managed by Russia itself. This way it could maintain it primordial position in the region, and as much as possible, keep everyone else out, whilst often presenting itself as an exemplary peacemaker. This grotesque situation has played itself out in front of everyone’s eyes since 1992. Armenia, Azerbaijan and Georgia have for most of the time had no choice but to play along with the Russian masquerade, and the international community, most of the time distracted by other issues, generally played along, being content to be seen offering some kind of balance to Russian posturing. Russia never had, and certainly does not have now, any interest in working genuinely with international partners to support peace between Armenia and Azerbaijan. If a dialogue with Russia is necessary so that Russia will not be a spoiler, than that dialogue is futile because Russian objectives are not the same as those of the West. Russia’s gloating when Azerbaijani president Aliyev failed to turn up for a crucial summit in Granada last week is a case in point. We are now already seeing Russian rhetoric increase as preparations for the long-expected meeting between Aliyev and Pashinyan, with Michel, scheduled for later this month, intensify. Russian pressure on Armenia and Azerbaijan ahead of the Brussels meeting is also increasing both overtly and covertly. There is an argument that Armenia and Azerbaijan simply cannot afford to be seen agreeing with each other, under the auspices of Brussels, without the Russians being part of the story. Thus there has been in recent weeks some frantic discussions about how that could be done, including by having the final lap of any discussions in Tbilisi, without any outside mediators. Such ideas have also found favour in Tehran and Ankara. A wonderful idea, but one that has many flaws. Any agreement will need to be somehow underpinned by some kind of international patronage. And “ownership” will also determine who is going to pick up the bill for post-conflict reconstruction and other costs of erasing the scars of the conflict from the region, including for example demining. Still, Tbilisi may be a venue that more or less can be acceptable to both the Russians as well as to the Europeans and the Americans. In the end, the location of the symbolic finishing line must not turn out to be the most important issue. All focus, and all efforts must be concentrated on getting Armenia and Azerbaijan to agree to finally put an end to this long painful episode in their history, that has taken the lives of tens of thousands, displaced hundreds of thousands and costed billions. And that would be just the end of the beginning because translating a written agreement into concrete actions that would ensure lasting and durable peace will be a much longer and more difficult endeavour.

EU and GCC countries hold first joint ministerial meeting in eight years amidst deepening crisis in the Middle East

It has been planned for many months, and it took place for the first time after a gap of eight years, but the meeting of the foreign ministers of the six GCC countries and the 27 EU member states when it eventually took place yesterday in Muscat, capital of Oman, was inevitably overshadowed by the deepening crisis in the Middle  East triggered by Saturday's attack by Hamas on Southern Israel. Addressing the issue, whilst speaking to the media at the end of the meeting, EU High Representative Josep Borrell stated that in the meeting, the two sides agreed that "the priority is to cease violence and to prevent further regional escalation. It is of utmost importance to ensure the release of hostages, as well as the protection of civilians at all times and by all parties."  commonspace.eu political editor said in a comment that it is good that after years of neglect, the EU is finally giving relations with the Gulf Co-operation Council countries the importance that they deserve. The final declaration from the Muscat meeting is ambitious and wide ranging. It needs to be seen how the EU proposes to take it forward, and what is the mechanism it will put in place to ensure that it does not remain merely a piece of paper. The final declaration announces the holding of an EU-GCC summit of Heads of State and Government but gives no details. Whilst this summit will need to be well prepared, the aim should be to have it as soon as possible. But in the meantime the crisis in Middle East will remain the topic of the day for a while, and it is good that, even if by co-incidence of timing, the EU and the GCC countries could co-ordinate their positions in such a sensitive time.
