Editorial: EU decision to grant Georgia "candidate status" overshadowed by controversy in Brussels over Ukraine

If one had said it even as recently as 2021, that by the end of 2023 Georgia would be given "candidate status" for EU membership, hardly anyone would have believed it. Yet it happened yesterday, when the member states gathered in the European Council in Brussels took the historic decision to open accession talks with Ukraine and Moldova and grant candidate status to Georgia. The immediate impact of this decision will be minimal - some consider the step as more symbolic than tangible, but soon, the impact of the prospect of a South Caucasus country becoming an EU member will sink in, with huge implications. Of course, it is the events around Ukraine starting with the Russian invasion in February 2022, that changed all the certainties. And it was also Ukraine that dominated the news yesterday. The decision to open accession negotiations with Ukraine and Moldova will also have tremendous implications. Perhaps appropriately it was taken in somewhat dramatic circumstances, after Hungary tried to oppose it. Hungarian prime minister, Viktor Orban, left the meeting of the European Council to enable the decision to be adopted unanimously by the remaining 26 member states. There remains a decision on the issue of a substantial aid package to Ukraine, which has been left for another meeting in January. What now for Georgia? In Georgia everyone is trying to take credit for the "candidate status" decision. Good thing because everyone can now feel to be a stakeholder in the journey that needs to follow. No doubt, in the style of Georgian politics, the journey will be  adventurous and sometimes hazardous. But the new status is good news for Georgia. It will help stabilise the political situation, and contribute towards economic success. The decision also brings the EU firmly in the South Caucasus. Those who very disingenuously in the last year or so have been talking about keeping the South Caucasus cosy in a 3 plus 3  format - ie with Russia, Iran and Turkey together with Armenia, Azerbaijan and Georgia, now need to think again. The South Caucasus is Europe and Europe should be a partner in its future. But that is for later. For today, it is congratulations Georgia, and to all those Georgians who for decades worked for this development to be possible.

Borrell briefs EU colleagues after damage limitation trip to Middle East

The foreign ministers of the 27 EU member states held an informal video conference on Monday (20 January) to hear from the EU High Representative for foreign and security policy, Josep Borrell, the results of his recent visit to the Middle East. Borrell travelled to Israel, Palestine, Bahrain, Saudi Arabia, Qatar, and Jordan from 16-20 November. A statement from his office in Brussels at the start of the visit said that “the visit will take place against the background of the war against Hamas and the deepening humanitarian crisis in Gaza, following the 7 October Hamas terrorist attacks against Israel, and in the context of EU’s regional outreach, following-up to the latest European Council and Foreign Affairs Council.”Since the Gaza crisis erupted in October, the European Union has appeared to be confused and undecided.  Deep divisions in the position of many of the member states became evident in somewhat contradictory statements by leaders of the various EU institutions in the early days of the crisis, with some rushing to express solidarity with Israel, whilst others reminding of the long-suffering of the Palestinian people. The problem became more acute as the humanitarian crisis in Gaza escalated sharply following the launch of an Israeli military offensive. The divisions within the EU reached a climax at a vote at the UN General Assembly session on 28 October with some EU members voting for and others against a resolution on Gaza, whilst others simply abstained. Many saw this as a low point in the process of developing a “common foreign and security policy” for the EU, whilst others contemplated the damage that current EU positions were having on future relations with Arab and Muslim countries. The situation improved somehow following a meeting of the Foreign Affairs Council, where some sort of compromise position emerged. Borrell is constrained in having to reflect not only his position, and that of the European External Action Service, which he leads, but also the view of all the other European institutions and all the 27 member states. No mean task. None of them however appear to fully comprehend the sense of anger and frustration in the Arab and Muslim world at ongoing events in Gaza. As one young Arab commentator put it, the time the EU spoke from the moral high ground has gone, and will not come back. If the EU wants to communicate with the Arab and Muslim world in the future it has to find a new language. Borrell has taken a step in this direction through his visit and his op-eds, but it is just a small step in what promises to be a long and unpleasant journey.

Aurora 23 military exercise kicks off in Sweden, 26,000 soldiers from 14 countries take part

Sweden has commenced its largest military exercise in 25 years, involving some 26,000 soldiers from 14 different countries. The Aurora 23 exercises kicked off yesterday, on Monday (17 April) and will run until 11 May. Other than Sweden, participating nations are the US, UK, Poland, Norway, Estonia, Latvia, Lithuania, Denmark, Austria, Germany, France, Finland, who joined NATO on 4 April this year, and Ukraine. In a statement released two weeks ago, the Swedish Armed Forces said that the purpose of Aurora 23 is "to enhance the collected capability to counter an armed attack on Sweden", with drills taking place "in the air, on the ground and at sea". The exercise will focus mostly on southern Sweden and the strategically important island of Gotland in the south-east, which lies in the middle of the Baltic Sea and approximately 350km north of the Russian exclave of Kaliningrad. Drills will also be taking place in northern Sweden, the country's Armed Forces added. The biggest military exercises held in Sweden in 25 years come amid the country's stalled NATO membership application. Stockholm, along with Helsinki, applied for NATO membership in May after being rattled by Russia's full scale invasion of Ukraine in February.

Given the increasingly uncertain political climate in which Swedish Prime Minister Ulf Kristersson finds himself, Sweden requires an internal and external positional re-evaluation in order to finalise its accession to NATO, writes Alfred Stranne in this op-ed for commonspace.eu. Meanwhile, Sweden needs to understand the increasing anger coming from Ankara, which is severely hindering its progression towards becoming a member of the alliance. Meanwhile, Sweden must also look within NATO itself to seek support in reassuring Ankara that Sweden will be a significant security provider for the alliance, providing added benefits for Ankara as well. This would repair Sweden’s relations with Turkey and reassure Ankara that despite the ideological and religious differences between Kristersson and Erdogan, Sweden and Turkey have common interests in seeking regional peace and stability.

Turkey rules out support for Sweden NATO bid after Stockholm protests

The President of Turkey, Recep Tayyip Erdogan, has said that Sweden should not expect support from Ankara over its bid to join NATO following protests in Stockholm at the weekend. Surrounded by police for his protection, on Saturday (21 January) Danish-Swedish, far-right, anti-Islam activist Rasmus Paludan burned the Quran outside the Turkish Embassy in Stockholm while making disparaging remarks about immigrants and Islam. This incensed President Erdogan who criticised the Swedish authorities for letting the stunt happen. “It is clear that those who allowed such vileness to take place in front of our embassy can no longer expect any charity from us regarding their NATO membership application,” Erdogan said on Monday (23 January). Another bone of contention between Sweden and Turkey regarding the former's accession to NATO concerns the Kurdish question. Later on Saturday following Paludan's stunt, there was a pro-Kurdish demonstration in Stockholm where flags of various Kurdish groups were waved, including that of the Kurdish Workers' Party, or the PKK. The PKK has waged a decades-long insurgency in Turkey, and although it is considered a terrorist group by Turkey, the United States and the European Union, its symbols are not banned in Sweden.

Monday Commentary: Why Central Asia matters

Very often, Central Asia is referred to as Russia’s back yard, even though today the region feels more like China’s front garden. But whilst the two “inseparable” friends, compete for influence and resources, the five Central Asian countries have set on a course to integrate themselves in global processes, break out of their geographic - and more importantly their geo-political constraints - and deliver better for their people. In this week's Monday Commentary on commonspace.eu, Dennis Sammut says that the Central Asian states have been reaching out to the EU and the US, whilst domestically some of them have embarked on deep reforms considered all but unimaginable until recently. The visit of European Council president Charles Michel to the region on 27-28 October marked a high point in a new phase in the relationship between the EU and Central Asia. In Kazakhstan, Michel not only met the Kazakh leadership, but also held a summit with the five Central Asian leaders in Astana, before travelling to Uzbekistan. For both the Central Asians and for the EU this is a watershed moment, and the beginning of a long journey. Europe’s approach to Central Asia needs to be respectful, both to the five countries themselves, and to their existing partners. Arrogance, even of the intellectual kind will simply backfire. But respect does not mean meekness. As a heavyweight in international relations, even if for the moment its economic weight dwarfs its political weight, the EU needs to approach Central Asia neither as a supplicant, nor as a benefactor, but simply as a reliable partner. Furthermore, this partnership needs to be diverse, multi-tiered and nuanced. It must take in relations with citizens, where Europe has much to offer both in terms of being a model, but also in terms of what it can share in areas such as education, innovation, youth welfare, women’s rights and diversity.

Opinion: Macron's 'European Political Community' offers an opportunity for a continent-wide approach to critical security issues

French President Emmanuel Macron's proposal to create a "European Political Community" can, if handled correctly, provide a permanent framework where EU countries and other European states can interact on critical political and security issues. However, for the community to succeed it must not simply become an extension of the EU. It must be designed to ensure that all countries involved have a voice in fostering political dialogue and cooperation in order to address issues of common interest, writes Maximiliaan van Lange in this op-ed for commonspace.eu. Overall the idea of a European Political Community is a positive one. Ensuring that countries like Turkey and the UK can be equal partners in the discussion on the future of Europe's security, is an important and positive step. Making sure that smaller countries in the Balkans and the Caucasus can also be part of the conversation is equally relevant. But for the Community to succeed it must quickly carve a niche for itself in the crowded field of European institutions, which apart from NATO and the EU, also includes the Council of Europe, the OSCE, the Western European Union, not to mention multiple sub regional entities. The best option for the new community is to focus on security, and the security threats poised by the new Russian and Chinese assertivness.

EU tells Georgia the door for membership is still ajar

Relations between Georgia and the European Union  have been passing through a difficult patch recently. Whilst both sides profess eternal love and loyalty, tensions over ongoing domestic Georgian political processes have marred what was once a good example of a harmonious relationship. Georgian prime minister, Irakli Garibashvili is currently in Brussels where he is co-chairing, with EU High Representative, Josep Borrell, a session of the EU-Georgia Council, the body that oversees the relationship. At the heart of the current state of relations is the EU's refusal to grant candidate status to Georgia, as it did recently with Ukraine and Moldova. The Georgian government is still reeling from the snub, and the Georgian opposition continues to use this as a stick to beat the government. At a press conference yesterday both sides tried to downplay differences, and the EU made it clear that the door for Georgian EU membership, whilst not exactly wide-open, was still ajar.
